The said photo was actually taken at the United 1 Marathon, it was also revealed that the authorities were about to pull him out of the race because of the thought that he was just a gatecrasher, but then everyone was stunned when they saw that he was actually a valid racer!

This man was identified as Larry Ronquillo and he has a valid race bib. 

It turns out that he dressed as a beggar because he wanted to tell everyone that he's not just an ordinary racer, but rather a dual-athlete who runs and at the same time picks up the garbage that other racers throw away!
